The reply of Viceroy Chau to H. B. M's. Consul's Despatch.
The Viceroy has received the Consul's Despatch of the 2nd June containing the complaint of the Governor of Hongkong about the interchange of official communications between Taotai Wan Ho, Superintendent of the Imperial Chinese Telegraph Administration and the Viceroy. The Viceroy finds that the information contained in the three cuttings sent to him is not all correct. It is true that Taotai Wan has asked to be allowed to investigate the sale of emigrants at all ports with a view to its prohibition, but nothing has been said about investigating matters which concern the Hongkong Government and nothing has been done in any way to interfere with the administration of Hongkong. He considers therefore no further discussion is required in the matter. The Viceroy now returns the three cuttings to the Consul and requests him to be good enough to inform the Governor of Hongkong that the intercourse between the two Governments is guided by definite rules, that the two countries have always been on most friendly terms and that no cause of complaint has as yet arisen. Statements contained in newspapers cannot be implicitly believed.
